Peter Milczyn
Principal, PM Strategies Inc.; Former Minister of Housing, Province of Ontario


Peter Milczyn graduated from the University of Toronto’s Faculty of Architecture in 1989, and went on to found PZM Design, which focused on both private and public projects. He served as the Executive Director of Tatry Non-Profit Housing Corporation in Mississauga from 1993-1994. His interest in urban planning led him into municipal politics. He was elected as a councillor in the former City of Etobicoke in 1994, and later continued to represent Etobicoke on Toronto City Council for fourteen years until 2014. Highlights of his Municipal career include; Skeen’s Lane Housing Competition, Design Review Panels in Toronto, Nathan Phillips Square redesign, and the Etobicoke City Centre/Six Points redevelopment.

Peter Milczyn was elected to the Ontario legislature in 2014 as the MPP for Etobicoke-Lakeshore.  In the Legislature he served as the Chair of the Standing Committee on Finance and Economic Affairs.  In government he held a number of roles as Parliamentary Assistant to various Ministers. In 2017 he was appointed to Cabinet as Minister of Housing and Minister Responsible for the Poverty Reduction Strategy. As Minister of Housing he introduced Ontario’s first Inclusionary Zoning Regulations.

Peter Milczyn is currently Principal of PM Strategies Inc., a consultancy focussed on Strategic Advice for City Building to the land development industry.  He has recently been invited to sit on the City of Toronto’s Expert Advisory Table on Inclusionary Zoning.

Throughout his career in the private and public sectors he has been a passionate advocate for design excellence, housing, and positive urban growth.
